The importance of NATO and a unified Europe is growing ever greater. But for this to work, everyone must be in agreement. Last year, Spain and the Netherlands were still not entirely aligned regarding the 5% norm; how does the military department of the embassy in Madrid respond to this? What is being done at European level to enhance the social resilience of the population, so that the army does not always need to be deployed immediately? And what are the opportunities for Dutch entrepreneurs in the defence market, where Spain is currently the fifth largest player?
On Tuesday 7 July, Military Attaché Roel de Winter will share (almost) everything about his work. A presentation full of current examples and absolutely interesting information about the challenges faced by the Spanish department of the Dutch Ministry of Defence.
THE SPEAKER
Lieutenant Colonel Roel de Winter (Heemskerk, 1976) began his career in 1995 as a cadet at the Royal Naval Institute in Den Helder. After graduating in 2000, he followed operational postings as a logistics officer aboard HNLMS Amsterdam and with the Operation Units Group of the Marines.
In 2003, he transferred to the Royal Marechaussee (KMar) with the rank of captain. After a deployment as detachment commander of the deployed KMar units in Afghanistan, he was appointed as brigade commander of the North Holland region with the rank of major in 2006.
After a deployment as project coordinator for Sector Security Reform with the Burundian police and a year of special leave to explore Central and South America by motorbike, he took on postings as senior coordinator at the Operations Directorate of the KMar staff and as deputy commander of the Caribbean Region. Since mid-2017, Roel has been Deputy Head of Intelligence KMar with the rank of Lieutenant Colonel. He is currently Military Attaché in Spain, Morocco and Algeria.
During his operational postings and staff functions, Roel deepened his legal knowledge in the field of international military and humanitarian law at the University of Amsterdam and, from 2019 to 2021, completed the European Frontex master’s programme in strategic border management.
